It allows you to access the android file system like if you've downloaded an apk and want to install it or if you want to open a .pdf and read it that someone has sent you. Also, if you're rooted you can access the system partition and change system files and edit the build.prop for example or replace system apps with themed ones....the possibilities are endless.
