We were goofing around on ctf_convoy_v2 and just doing a melee battle. Our conversation (which you can catch snippets of) was about how your likelihood to perform a critical hit was calculated. I have since researched the subject, and according to Valve, it is through your recent successes. In other words, the more people you kill recently, the higher your crit rate is. In addition to this, melee weapons generally have 3x the crit rate that normal weapons do. Engineers get kills counted through their sentries, and medics get their crit rate increased through healing assists, which is why the Engineer's wrench and Medic's saws have such enormously high crit rates.
