with the punga power perk and good melee weapons this is actually pretty good. Mine's halfway through cnd and its on 21 in damage

Your supposed to get it from Sniper's Shack (Search it in YouTube.) But I think that rare items have s small chance of apearing in random NPC's inventories (Such as Victory Rifle on a Talon Company Merc)

really coz i don't think i've seen a talon carry a victory rifle. i've seen and got my Xulong assault rifle from one.... where do u meant to get the victory rifle from.

Yeah I seem to remember seeing one on a random Bandit.
But then again, some people have found The Victory Rifle on a Talon Company Merc
