i have a retarded problem, see i have 3gigs ram (2.90gb) and an Nvidia 6150se

processor AMD II x2 2.1 and i see somtehing like fog and its sooooo laggy

thats becuz you have low amount of ram, at least get 2Gb of ram for gta iv, if you are using Vista/Windows 7, get 3 or higher,

second part is the CPU, its not PowerFull , though, just get more ram, and with some tweaks, you should run it with no lag on low/meduim settings

looks like someone is using integrated graphics, all you have to do to fix the lag using the crack is install all the gta patches.
