0:47 wasn't a noob, unless his car was extremely shit which i doubt... he purposely slowed to let u go in front, after all he wasn't on the grass if he kept his trigger down to accelerate he would've definitely been going in front. So either he was nice and slowed down, or he has a shit 22b :L
