try it with a 1oz slug... i tested an old armour pad and it blew clean through....

It's important to note that even if the vest failed these tests, it would likely do much better if a person was actually wearing it. Vests are designed to be shot while being draped/worn over something compressible in order to do their job effectively. For instance, a human body or (in testing) a block of clay. If you simply hang it up and shoot it like this, then it's no surprise that rounds fly right through it.
