As for the testimonies, I think that it's naive to believe that all soldiers in an army will behave scrupulously. Some people are overzealous. Frankly, I would be more concerned if there were not any mechanism for collecting testimonies, because this would mean that the self-corrective impulse is being suppressed. The fact is that many of these testimonies are hearsay (and some of the soldiers have admitted this), but that does not mean that they all are. But remember, one cannot apply this to the entire army.
