Really, just tossing a ball and hoping for the best is literally the only reliable strategy to do this.

It's not a hack. You just get really really lucky. I caught my Zapdos with my 10th Ultra Ball. My Atricuno with 15th-ish. And Moltres took a while. 20+ Ultra Balls. The level 70 Mewtwo that is in the Cave, I caught with 3 Ultra balls. THREE. It's all luck man.
