    I am not sure what those things in the pavement are called, but I believe they serve to tie the concrete road segments together (they may have been prefab slabs). Due to wear and tear and heave and what not, the segments were not even making a rough driving surface. These things seem to smooth all of that out. This has been done on numerous roads in Oklahoma, including some of the turnpikes.
