@jeduthun77 It's not cruel. My cat does that too. The cat goes into the burying reflex for as long as they can smell their urine/feces. But some cats don't aim their digging properly since it's instinct and not conscious. So they try to just "dig", not paying attention to where. And since he could still smell his business, he kept going since the trigger stayed active.
The only remedy is a bigger litter box, and even that won't always work. It's just a quirk and is harmless to the cat.
