Algae can use any water. Salt water even sewer water. But energy is too cheap. When energy is higher, people use it more responsibly.
I don't think we can grow our way out of an energy problem for the reasons you cite, but Algae can use salt water and a desert makes a great algae farm. It also grows extremely fast, so we don't get energy once a year in the fall.
We need LOCAL food and manufacturing.
