Is the chime really steam operated or is it perhaps a piece of digital trickery that controls the chiming?

It must have malfunctioned. I guess one of the gears or mechanisms got stuck. Mechanical stuff needs to be well lubricated it's it's highly unpredictable and hard to keep an eye on.
