I figured it out... I had to right click where my all my rome total war data was, and change the permission settings..
now I have 240 in every unit... except calvary, which is at 197.

@ArtistikVision Actually I think the max is 300, 250 for M2TW.

@ArtistikVision It's because it will only allow you to to have units up to the amount set in the export_descr_units.txt file. The max you can set is 250 on large unit sizes although the value is smaller as it is multiplied on the larger unit sizes so take the one from eastern infantry. If you want to know more send me a message :)

@jacobgovan hmm... I can't seem to manually edit it, I keep getting, "Cannot create the C:\Program FIles\The Creative Assembly\Rome Total war\ bla blah, you know the rest.
Then it says
"Make sure that the path and file name are correct".
I've checked it several times, and I can't figure out why it fails to work

@jacobgovan I've also noticed in the "battle editor", I can make unit size, top at 300.
but when I play my custom battle, I'm only have about half, of what I should have...
for example... praetorian cohorts should have waaaay more than 151... and my generals unit has 49, when I set it for 300.
I've been looking around for some answers, but i'm honestly getting no where.

@ArtistikVision I have no idea whatsoever, but I will test it it out right now. I will get back to you with the results.

@ArtistikVision Ok just did it and it works. So in the line that says soldier edit the first number on that line and put it as high as you want. The bigger the number the bigger the unit. Then just save the edited .txt file to your desktop then copy the unmodded one to a seperate folder to use as a backup. After that all you have to do is copy the modded version you saved to your desktop and paste it back into the RTW data folder. All done. Have fun good luck ::D

@ArtistikVision OK just one last note. You can;'t set the number too high because the game will just crash. 60 seems to be the max.

Not if you make your edited town watch seperate and then make your super strong ones available to only to your faction.
