Have you ever even been a server? I work in the busiest restaurant in my city and we are constantly running around and trying to help people the best that we can with the 2 feet & 2 legs we have. We're not supermen. If you have to wait a few minutes to put in your order, then BE PATIENT. The turn over rates in restaurants are ridiculous, so there will always be new servers that are very slow. But I can't think of a single server that would give bad service on purpose unless they're just stupid.

lol, Im a server. its funny how bussers are the only ones suffer from this guy's misguided tactic. A good way to tell a server that you got bad service is to not leave a tip. Trust me, it is very irritating to be stiffed, way more than watching the busser clean up the mess you left him.

Im a server; a good server. And Ive had two groups of teenagers do this, but it was a real tip not a quarter... anyways its not a bother; its the busser who has to clean it heh

It doesn't have to be a quarter but a quarter is the largest and most visible of the common coins. You don't want the server NOT to notice the quarter under there. You could also put a $10 bill under there but that kind of misses the whole point, I guess.
