He did ask for a bigger cup. Notice where he indicates he'd like the coffee to go. No doubt the coffee is espresso. The waiter actually delivered exactly what was asked for. Espresso doesn't mean shoet in Europe. 10/10 to the waiter for delivering exactly what was aked for. hehe
