This tutorial will help youu add lights to your Custom pieces in RCT3

I know how to do this in Sketchup! Use the Tape Measure tool and draw a line, the end of the line should be a +. the light will be emitted from this point

Milkshape isn't free. You can get a trial though.

The graphics editor was Milkshape (freeware I believe) and the editor is a RCT3 Importer... just google each to find them.
