What will become of urban America? Consider the conflicting accounts. We can look at the rust belt cities on the verge of bankruptcy, decaying infrastructure, crushing indebtedness, and declining populations, and regard the city as a painful reminder of the past. Or is urban America the engine of progress, the key to energy efficiency, or the locus of creative capital for a newly energized and competitive America? And how do the decisions we make dictate which account will hold? Even though a legal framework may drive the direction cities take, it's typically the province of other experts to focus on these bigger-picture questions.
