Authoritarianism - Cop Arrests Fire Fighter While Helping Victim

Police are on the scene of an accident as Fire Department roll up. Captain exits the firetruck abruptly and attends to business, while the firetruck driver leaves the engine parked in lane 2 of the highway as a safety shield in case of accident with passing motorist while a rescue is being performed. Officer then tells the fire Captain to move the truck out of the lane, Captain refuses and tells driver to stay put, Captain attends to patient and Officer arrests fire Captain while victim is still unattended by appropriate services.
