Everybody knows that the Indonesian military was behind the massacre of East Timor, but do you think it would've been smart for Howard to accuse the President of Indonesia for it and risk a full scale war when they had the intention of landing troops to protect the East Timorese? That would've been tactless and Howard knew it and didn't want to put our troops in more danger. Is that bad?

This happen in 1999 1 yr after Soeharto. Military backed government was just ousted, there's a speculation that said during this time a military rogue element try to create a situation (like Ambon Riot, Assassination of religious cleric in East Java etc.) where public will distrust the new government, and make public feel that the Revolution was failed.
