Makes perfect sense when you realize that retirement funds are budgeted separate from operational funds. Retirement funds are set up to remain solvent - one way is by investing the unencumbered portion. The operating budget funds cannot be invested.
Reducing the capital operating budget is the goal and if GB is as unscrupulous as the US, excess retirement funds ( like US Social Security collections) can be shifted to the operating budget and replaced with IOU's. Ponzi schemes always fail.

@versanil Nice one. Why not become a cop and show them how it's done? Cuz cops have never saved anyone's life before, nor have they located missing kids, nor have they broken up fights or domestic disputes, nor do they ever die in the line of duty, or suffer severe stress over the years due to the things they have witnessed... Look - just like any other profession, you're gonna have leeches and scumbags - but to say they're ALL like that just makes you look ignorant and stupid.
