Oh my goodness people. Calm down. The parents of the baby otter are not far away. These people are the stupid ones not because they didn't help it but because they have invaded the otters' territory. The parent otters are not going to go find their baby while humans are around. I bet as soon as the humans left, the baby found it's parents again. And frankly, humans cannot 'help' situations like this, they can only make it worse most of the time
That baby is freaking cute though. Look how FLUFFY!
