Hi. The lever is called the governor. It's driven from the crankcase and is designed to slow down the engine when it's running too fast. The spring on the bottom acts against the governor to balance the revs. The spring, over time, loses some of its strength so the governor overpowers it too much. Simply tighten the spring a little by bending the end piece. Do it a bit at a time. Failing that, buy a new spring. That's all. The backfiring is normal and nothing to worry about.
My mower is acting up, too. Me thinks me might simply go with new carburetors on all my power equipment (getting real tired of trying to clean and fix em).

Might be your muffler bearings. :-)
