Despite the recent wet weather, a group of university students have continued a sit-in protest at Liberty Square in Taipei over the weekend. The protest which began last Thursday evening and the students are continuing to demand a revision of the Parade and Assembly Act, which they say is a relic of the martial law period. Despite numerous attempts by political partisans to connect them to the DPP, the students have steadfastly refused to align themselves with any political party while connected protests have begun in other cities around Taiwan.

After the arrival of cooler weather accompanied by rain on Saturday, cover from the weather almost a necessity for the students assembled at Liberty Square in Taipei. Supporters of the students have also supplied warm clothing, blankets, hot soup and even brought seats to sit down and offer emotional support.

The students have several demands but the main one is an amendment of the Parade and Assembly Act requiring the government to grant permits upon receiving an application without the current content review. The KMT had already prepared an amendment but not only have they now put that amendment on hold after last weeks violent protests, they are now reconsidering their position.

If, as per the current situation, with the DPP leading violent street protests, we could move to a situation where notification would be enough to make a protest legal, that is worthy of discussion, said KMT caucus leader Chang Sho-wen. Basically, the KMT is more conservative. It is not so concerned about the rights of the people, including democratic rights. The KMT cares about the governments control over the people. So, from our point of view, the Parade and Assembly Act is a tool for the government to use.
By comparison to other democratic nations, Japan and the US use a central-approval system which allows the government to reject applications while in England and Germany protesters only need to notify authorities of their plans. However, the right to protest is widely recognized and treated as a basic right that needs legal protection in democratic countries everywhere.
