They are referring to broadcasting signal standards. They had old standards equipment, which means their signal could interfere with other stations.
It's like FCC.
Just have to upgrade broadcasting equipment. But they don't have money for that. Suggestion - garage sale, prostitution, moon shining, and bank robbery!!!

Are they serious ? I thought this was a joke. They are going to shut down a crappy little TV station ? I thought the communists were "liberators. It seems they are just cruel opressors. I'm glad the world sees this though.
