You have to have the Wizards Tower (Add-On) only for PC, and Xbox 360.. I got PS3 so I do all my enchanting at the Imperial City, Arcane University. Why do you have to do Restoration? I'm just wandering because I haven't Enchanted my Attributes, or Skill yet.. But I did do, Shield 100%, Fire Shield 99%, Shock Shield 99%, and Frost Shield 99%. Lol.

Wait so what about enchanting fortify attribute on armor and such, how high does your restoration have to be?

Your restoration needs to be high enough I think around 30 or 40 idk. Also eventually when it is 60 or 70 you can fortify strength, endurance, luck, etc. Soon as you can fortify attributes fortify restoration first.
