In trying to reconcile ancient heritage and international regulations, Bolivian cocaleros (coca growers), with the guidance of President Evo Morales, are taking novel approaches to coca growing and distribution. The Politics And The People: The State of Coca and Cocaine, a documentary by Michael Wilde and Valerie Schenkman, is divided into four parts: an overview of the past history of coca regulation told from a cocalero's perspective; rationalization, or self-regulated of coca farming; alternative development, international participation in introducing crops to substitute coca growers' income; and industrialization, the Bolivian government's attempt to introduce coca to an international market. Issues regarding human rights and self-regulation pervade The Politics and the People's look at drug control and tradition within an impoverished society.
