Turns out the upside-down star GOP logo is older than we thought. Although it wasn't actually filed until the '90's, First Use seems to be clear back in the Nixon years, 1969, according to the US Trademark Office. Link below:

They were turned upside in 2000 when Bush became President. In 1999 the stars were right-side up. Things that make you go hmmmm.
