not a fail at all, the engine is way improved, over halo 2, the rendering engine is rewritten, it can handle way more polys, lots of shaders, hdr lighting, ray traced shadows, physics improvements. its common for companies to rehash basic engines, it cuts development time down by ALOT. plus halo 2 wasnt exactly a bad engine. and since halo 3 has similar gameplay theres no reason for bungie to waste TONS of money and time reinventing the wheel
