no this dogmeat is a descendant of the one in fallout 1 and vault 101 is only in fallout 3.

but can be buggy at times

i wander could you exploit the pit drop all your stuff befor talking to the raider then pick it all up again after talking ?

fallout 3 begin with you inside vault 101 dogmeat descendant can be found in the scrapyard which is coincidental as the original dogmeat is also found at a scrap yard
