because miss hannigan still raised annie from when she was a baby. and as much as miss hannigan despises her job, and is greedy and horrible and a drunk but she still loves the girls deep down, even though its deep deep down.
she has a heart. she just hates her job. as most people at the time would have.

It not the Stickel bridge. That runs on RT 280. That is the NX drawbridge in downtown Newark, NJ. Look it up. Yes it's an old railroad, an can still be seen up.
