i guess you have either tried or forgot about this by now,but still:
yes,it can be,but you should use 5 tablespoons of it then and leave out sugar.

Can it be hot chocolate powder? Or does it have to be actual cocoa powder? Sorry, I'm really knowledge diminished at this stuff.

TBSP = tablespoon
it's not coco powder...it's cocoa powder..isn't it?....
