Bush was restrained by the Coalition allies to not support the insurgency in overthrow Saddam Hussein's regime in fear of having Iraq destabilized and break up into states. During the 1991 Gulf War, the UN only sanctioned a mission to eject Iraqi forces from Kuwait, not topple Saddam Hussein's regime in Baghdad.
