Yes the film is campy, but some of the things in the Doc Savage books are also, Ron Ely was a great Doc, he was and is a expert in boxing, Karate, and many sports, he did all his own stunts in his Tarzan tv show, I would have liked a less campy Doc, but I do not want to see some steriod freak, and a bloody, gory Doc as they would make today, I think today they would forget the moral lessons of Doc,and adventure and go for mindless gore.
As a Doc Savage fan, I read about 87 of the bantam novels by 1975, I was disappointed in the way the film handled the works of Dent. Doc was much better than this, at least in my mind's eye. It was too campy. thought that Indiana Jones , many years later , caught the true spirit of my Doc Savage.
Yeah I'm pretty sure it was a comedy... Not that I'd know better then you, since I'm 14 and only watched it three or four times. (man of bronze, not quite steel)
I love this movie so much. My siblings and I all grew up on this, so I was thrilled when my mom purchased the DVD for my dad for father's day. Good times :)

Also: strange how every Doc fan hates the film, yet owns a copy, LOL
