I love the place and suffer little problem from the air quality, other than dry contact lenses.
However I have to disagree with you for two reasons.
i) Sand doesn't cling to buildings and need cleaning poducts to take it off and there certainly isn't much humidity to mayke it stick.
ii) The 1 day in twenty when visibility is terrible has nowt to do with sand. A city of 17M (latest official figures) is bound to produce pollution. All big cities round the world do.
