Most of your facts, including what JUA stands for, are terribly wrong. The points surcharge has nothing to do with recouping this money, that's for activity on your license. The state wasn't able to recoup 100's of millions of dollars that the JUA paid and the average surcharge from this is $222 per vehicle for every resident in the state of NJ. I think you are getting the JUA recoupment confused with surcharges for activity. PS- There are only 24 hours in a day.
