The rest of the video aside, the reason NASA use older technology is that they get the job done and are safer through proven trials. Newer technology can be too frail to be used in space missions sometimes.

I saw a documentary on this, where they took another picture of that 'face' with a better camera with higher resolution at a time of day (on mars that is) with better lighting- and it was just a normal random rock. It had no resemblance to a face at all.
