@FLYZRADZ you have to swim into the lake and climb the big crane to the top, them you move the big magnet to drop the ball in the machine which unlocks the world! ta da

they are called tamper jiggies. about 5 or 6.

@satan473 your right the roof is a easy way to get it but once you get the grip wills go to the fences next to the gym. The reason why is you can use one of those fences to reach anything. How you ask? easy you can knock them over and stand in the center of one and grab it with your wrench and fly around doing that I use the fence to get part boxes you normally couldn't until later in the game so I reaching that jiggy would be easy that way and the fence makes the trolly pretty useless.
