Slit there throats, seriously. including the child, it will be 4 less problems that the community has to face. Removing peoples heads is the best way to get attention, if chavs know that death faces them the are less likly to behave stupidly.
If death isnt a possability, broken bones could also work. Snap there arms for example, its cheap and easy, the government should put this in place, i for one would go to ever event to see them tourchered / killed.
