hi,
can you give some more information about your syphon? I mean exact diameters of all the "tubes". I had lot of problems with it and I think I have the same water input flow as you have. I would appreciate it.

1/2 inch stand tube - about 6 inches. Connects to 3/4 spout. Bell Siphon is 1 1/2" pvc. I cut 4 3/8" holes on the bottom. It is a bit of a trial and error to dial in the pump to get the minimum flow that will pump in fast enough to cause the siphon to work and then to allow the siphon to break.

I did some measuring. What I put together for the stand pipe was 1/2" pvc. The stand pipe is now about 7". The "bell" is 1 1/2" pvc with the corresponding cap and is about 1" taller than the stand pipe. The collection chamber is a piece of 4" PVC. It does not need to be this big, but since it is in a classroom, I wanted it to very visible. My bell siphon has 4 3/8" holes on the bottom to allow for adequate water flow.
