This has nothing to do with the Cold War. The Cold War was fought between the U.S. and the Soviet Union, after WW2. It was called "The Cold War" not because of the weather, but because the two combatants fought each other without guns. "Hot" wars were fought between proxies of the U.S. and the Soviet Union. The U.S. won the Cold War when the Soviet Union collapsed in 1991.

In an ALL-OUT-CONTINUOUS WAR technology would actually regress as labs, factories & facilities continue to be bombed & people use whatever they can. Einstein believed that WW3 nuclear damage would be so severe that WW4 would be fought with "sticks & stones".
