No, I was looking at the wrong switch. It is arcing between the blades there. The switch must be in an intermediate position, which makes sense for a couple of reasons. One, it is unlikely to break while not operating and two, the current path should be straight when in the fully closed position. The near side must be the load side, since the arc quenching chute is on the other side. The current supplying the main arc must be going through the load. That would explain why it didn't trip.

I think that's just reflected light. A better camera angle would be good, I am still trying to sort out which wire goes where. Not that it matters, of course. The ionized air and UV and RF stimulation from the nearby arc could be triggering some arcing across the insulator surface there but it looks to me like it's brightest exactly where the porcelain ring surface would reflect light from the arc below.

When the arcing starts, look at the phase closest to the camera, where the knife comes into the switch, bushing farthest away from you. Is that arcing also? I see the same little arcing happening on the furthest phase, same place. Is that also arcing or some type of reflection from the arc on the center phase?

No, the thing it's arcing on isn't part of the broken switch. I think that is either a potential transformer or a grounding switch.

Yeah, the top of the near post of the switch is broken off just above the joint midway up the insulator tower. The view is confusing due to another row of equipment, looks like lightning arresters, between the camera and the switch. The knife blade that broke off carried it's lead wire down with it and it is arcing to the grounded operating gear box of the switch.

Middle "head" of disconnector is missing, its broken.
