The Tornado was nowhere near me luckily and no, I do not have any video footage related to it.

What does it mean when you say "Mileage reset to 63.3" @0:27?

That Mile 63.3 point is where I-285 begins and ends. While I-285 is a complete loop around Atlanta it has to have a start/end point and that is it. If you notice the last few seconds of footage "Mile 0" heading north is roughly in the same place as the location at 0:27 heading south to east.
