is that a whelen talon in the front, what was the price of the system w/o installation?

They are federal deckstrobes with a Soundoff digital power supply. I've had the system for a while. I think it was about $900 when I purchased it years ago. LEDs are the way to go now.  They last forever and use very little power.

The fog lights are factory housings with the standard bulb removed. A hideaway strobe bulb was inserted and wired to a power supply. You can contact your local public safety supply for such items.

Yep. I've had the set up in a prior police package Camaro, Impala, & Crown Vic. Fuel prices caused me to buy the diesel Jetta. It serves my purposes well to and from work and extra-jobs.

Thanks for the comments. It'd be illegal in Texas too unless you are a peace officer or authorized firefighter/EMT.
