Cyclops and Emma Frost (co-headmasters of the Institute at the time and presently) didnt want to get involved in the war and opted to stay neutral when the bill was announced, except for Wolverine, who wanted to fight for his rights and all that. later, when the registration act became law, the school of mutants (so it's assumed the general X-Men teams) were forced to register due 2 Cyclops and Emma's decision. Wolverine continued on the the Anti-Reg side and so did others

i can only think of Cable at this moment, but there were prolly other mutants in various teams who wanted to fight the Act
