normally they have no more than 2 or 3 on the front end. If there are more than that it's because the other units are being towed to the nearest shop for maintenance. I should know because I'm an electrician for NS. FRA regulations will only allow no more than 24 live axles to operate on the front end. Normally it's 12 or 18

If you notice the last 3 units were not on line. They were dead units. They probably had mechanical or electrical trouble on them. If they are good units the crews would drop them off in a yard to pull for another train.

Wow! Talk about some power! Is that unusual for coal trains to have that many locomotives on the front?
