I run in a school yard. Adults act like completely stupid and ignorant to the need of others. I do not like dogs running at me while I am jogging. I was barked at, lunged at and nipped at one time. There of the time the dog runs at me, I have to stop. Its VERY ANNOYING. Why can't people follow the rules and put their dogs on a leash.

People not using leashes is not only a problem in San Fransisco, it is a problem over here in Sweden too, people are to dumb to realise that they need to be in a leash and let the dogs run around freely, and bring them to "dog free zones" likes beaches. I've seen several times dogs running around in the forest or in the park without an owner, the owner shows up about 50-100 metres later behind a corner or somewhere where they can't see the dog.

Dog owners believe what they want to believe about their pets and the law. Even just common sense. They are like this new generation of parents who let their kids to anything when they are out and about & everyone else is suppose to be understanding. Drives me up the wall! I was at a restaurant in Oakland with a patio that faced the sidewalk. Dog owners came to the place, tied up their dog to the post to the gate and began to eat and drink. The dog is snapping,&lunging at the kids passing by.
