The One Ring gives power according each one's measures, as Galadriel told about it. Frodo was small and had hobbit qualities that could help make him stay invisible even without using the Ring. He also wasn't a mighty lord and he was wise and pure of heart, so the Ring could consume him slower unlike the others.
By bringing the Ring to Rivendell Frodo proved that he could resist the Ring with all his qualities. In other words, he was the perfect choice as the Ringbearer.

You don't get it much. Galadriel saw many possible futures. She knew the best way to do the task. And Frodo chose himself to bear the ring to the Mordor. No one force him to do it. Don't you remeber the council?
