This is pure propaganda! I drive through construction zones on Illinois Interstates all the time and never see these vans in place.
The fact is, the state is so financially scrapped, they can't afford to use them just to generate a few thousand bucks in fines.
In Illinois, if you slow down in a construction zone, you are in more danger than a construction worker. We need more of these vans BUT they need to be in operation at least 40 hours per week to be effective!
