This is a remix of the song U.N. Owen was her? composed by the creator of the popular Touhou Projects which are a series of 2D shooting games. He goes by the name ZUN (Speculated name: Jun'ya Ota.)
The theme song itself has become highly popular aswell as subject to countless remixes.
U.N. Owen was her? can be heard in Touhou 6: Embodiment of Scarlet Devil and plays during the encounter with Flandre Scarlet who is this games extra boss.

All I know is that this remix was created by a member of nicovideo and he/she did it in FL-Studio.
