it is some type of clock circuit nearby, notice it squelch out then back in, rules out any birdie to those who thought that ;-)

It could be a birdie. A birdie is a scanner picking up it's own internal circuitry.
Take your scanner outside and away from any sources of EMI such as powerlines,
Remove your antenna and search for the frequency. If you find it then it is a birdie and can be locked out.
